Abstract
Marine scientific research has led to numerous discoveries which have increased man's knowledge of his planet, the role of the seas and the potential and actual resources of the ocean which may be utilized to raise the standard of living for all mankind. If further advances are to be made in the exploration and exploitation of the sea's resources, the promotion and facilitation of scientific research is essential, so that we may learn to use, rather than abuse, the ocean's riches.
